Aims of the declaration:
1. Protection of protected and endemic plant species, such as: Haberlea rhodopensis - Rhodope haberlea, Arenaria rhodopaea - Rhodope sandwort, Lathrea rhodopea - Rhodope toothwort, Campanula lanata - woolly bellflower, C. jordanovii - yordanian bell
2. Protection of protected and endemic animal species, such as: Bufo bufo - brown toad, Hyla arborea - tree frog, Salamandra salamandra - Salamander, European Pond Turtle - plain pond turtle, Coluber jugularis - great shooter, Elaphe longissima
3. Protection of natural habitats, such as: hydrophilic communities of tall grass in the plains and mountains to the alpine zone, grass communities on overflow terraces mixed forests in valleys and slopes blackpine forests (Pinus nigra) ssp.

Current prohibitions and regimes:
1. It is prohibited to carry out clear felling, as well as to fell separate old and hollow trees.
2. It is prohibited to afforest the area with plant species uncharacteristic of the region.
3. It is prohibited to settle in different places animals species which are uncharacteristic of the region.
4. It is prohibited to cause changes in the hydrological regime of the river "Chair Dere."
5. It is prohibited to alter the river basin, with the exception of such changes, which are needed in the case of emergency situations or with the purpose of conserving or restoring the habitat of the species.
6. It is prohibited to build new roads with a permanent road surface.
7. It is prohibited to build buildings and equipment, with the exception of visitor and information centers, ecopaths, and their accompanying infrastructure, buildings, and equipment, necessary for the maintenance of the existing road network.
8. It is prohibited to build water electric plants, with the exception of those, for which a special permit has been issued on OBOC for the approval of the investment offer or decision, with which it is decided not to carry out OBOC, as well as the corresponding permits under the Water Law.
9. It is prohibited to search for, research, and extract minerals.
10. It is prohibited to enter the caves: "Kichika", "Blue-green cave", "Silivriak", "Dodalica 1", "Dodalica 2", "Dodalica 3", "Dodalica 4", "The Wolf Cave", "Vesova Dupka", "Ahmetova Dupka", "Tzunkova Cave", and "Dzhahanova hole", with the exception of entering with a scientific purpose.
11. It is prohibited to block the entrances to the caves.
12. It is prohibited to start fires, except in the designated areas.
