Aims of the declaration:
1. Protection of territory with characteristic landscapes, including dry valleys characteristic of the region, preserved parts of rocky steppe, rocky terraces;
2. Protection of the habitats of protected, rare and vulnerable plant species, such as: Abonis volgensis DC., Artemisia lerchiana Weber, Artemisia pedemontana Balbis, Centaurea rumelika Boiss., Crambe tataria Sebeyk, Galium rubioides L., Potentilla emilli-popii Nyarady, Jurinea ledebourii Bunge, Miniartia mesogitana;
3. Protection of the habitats of protected, rare and vulnerable animal species, such as: hazel dormouse - Muscardinus avellanarius, Cricetus cricetus, Sicista subtilis, Citellus citellus, Accipite nisus
4. Providing opportunities for research, educational activities, environmental monitoring and sustainable tourism development.
Current prohibitions and regimes:
1. It is prohibited construction, except construction, repair and reconstruction of roads included in the list of national and municipal roads under Art. 3, para. 4 of the Roads Act and provided the specialized planning schemes and plans and building sites of gas transmission network of national importance in real estate numbers: 000114 and 000115 according to the map of the recovered property to the village Balik, municipality Tervel, region Dobrich;
2. It is prohibited to open quarries and other activities, which modify the cave formations and the natural landscape;

6. It is prohibited to carry out forestry activities, which lead to change of the residential for the region tree species;
7. It is prohibited making fire outside the defined places;
8. It is prohibited afforestation of the meadows and the pastures;
