Aims of the declaration:
1. Protection of habitat types referred to in paragraph 2.1., habitats referred to in paragraph 2.2. species, their populations and distribution within the area to achieve and maintain their favorable conservation status;
2. If necessary improvement in the state referred to in paragraph 2.1. types of nature habitats and habitats of species referred to in item 2.2;
3. If necessary recovery types of nature habitats referred to in paragraph 2.1., habitats of species referred to in paragraph 2.2. and their populations.

Objects of protection (species or habitats):
1. Article 6, paragraph 1, section 1 from Biological Diversity Act: 40A0 * Subcontinental peri-Pannonic scrub; 6110 * Rupicolous calcareous or basophilic grasslands of the Alysso-Sedion albi; 62C0 * Ponto-Sarmatic steppes; 8310 Caves not open to the public; 91G0 * Pannonic woods with Quercus petraea and Carpinus betulus; 91H0 * Pannonian woods with Quercus pubescens; 91M0 Pannonian-Balkanic turkey oak-sessile oak forests.
2. Article 6, paragraph 1, section 2 from Biological Diversity Act: 2.2.1. Mammals: Mesocricetus newtoni, Mustela eversmannii, Vormela peregusna, Spermophilus citellus, Barbastella barbastellus, Miniopterus schreibersii, Rhinolophus euryale, Rhinolophus mehelyi; 2.2.2. Reptiles: Elaphe sauromates, Testudo graeca; 2.2.3. Intervertebrates: Lycaena dispar, Cerambyx cerdo, Lucanus cervus, Morimus funereus; 2.2.4. Plants: Potentilla emilii-popii.

Current prohibitions and regimes:
1. It is prohibited altering the way of sustainable use, plowing, planting and turning in permanent crops of pastures, grasslands, wetlands and plowing, and other grasslands (arable lands which are not included in rotation 5 years or more) habitat boundaries according paragraph 2.1 in the use of the agricultural lands as such;
2. It is prohibited the prospecting for minerals (construction and stone materials), creating new and expanding concession areas for extraction of minerals (construction and stone materials); prohibition does not apply in cases where the date of publication of the order in the "Official Gazette" has started a procedure for granting permits for prospecting and / or exploration and / or the concession for extraction under Subsurface Resources Act (SRA) and Concessions Act, or a procedure for their coordination under Chapter Six of the Law on environmental protection and / or art. 31 of the Biological Diversity Act or an application for registration of a commercial discovery;
3. Тhe movement of vehicles off existing roads (including forest, agricultural, departmental roads) in non-urban areas except for conducting agricultural, forestry, emergency, control and conservation activities or previously agreed with RIEW Varna itineraries is prohibited;
4. The cleaning and the destroying of shrub individuals of Amygdalus nana, Rosa pimpineifolia, Rosa myriacantha, Cerasus fruticosa, Spirea media, Amelanchier ovalis, Cotoneaster sp. div. in estates in land with numbers 007001, 023020 and in unforested territory of estate in land with number 000026 is prohibited.
5. It is prohibited to use sewage sludge from industrial and other water and household waste for disposal in agricultural land, without permission from specialized organizations of Ministry of agriculture, food and forestry;
6. It is prohibited to use water for irrigation, which contains harmful substances and waste over the indicated eligible norms;
7. It is prohibited to make a fire, improvements, electrification, conduct of business and sports activities in the caves and caves' entrances. It is also prohibited to break, damage, to collect or to remove of rock and cave formations, and also to divide the cave's entrance or its individual galleries in a way that prevents passing of species subject to protection under item 2.2.1;
8. It is forbidden to issue building permits and any construction on the territory designated by the coordinate register of the distribution of natural habitat 62C0 * Ponto - Sarmatian steppes, in accordance with Annex 2, an integral part of this order, as well as initiation, conduction or extension of procedures under the Environmental Protection Act, BDA, the Forestry Act, the Agricultural Land Protection Act, the Agricultural Land Ownership and Use Act, the Spatial Planning Act and regulations that are a prerequisite for the realization of construction;
9. It is prohibited in the territory designated by the coordinate register of the distribution of natural habitat 62C0 * Ponto-Sarmatian steppes according to Annex 2, integral part of the present order, plowing, afforestation and creation of permanent crops, fruit and vegetable crops, grain legumes crops, leaf vegetable crops, root crops, bulb vegetables, oilseeds, fiber crops, essential oil crops, annual or multiannual forage crops;
10. The removal of landscape features (field boundaries, vital singles and groups of trees, protective forest belts, stone fences and hedges) for use of agricultural land as such is prohibited;
11. The change in use of forest territories, which are differentiated as old-growth forests is prohibited;
12. It is prohibited to produce wood and biomass in the old-growth forests exept in the case when there is a damage of 50% or more of the wood reserve in the respective forest territory as a result of natural disasters;
13. It is prohibited to cut wildlife trees except those who can be dangerour to people's life and health. The cutdown wildlife trees have to stay in the place they were cutted off.
14. It is prohibited to graze in the forest territories, which are differentiated as old-growth forests.
