Aims of the declaration:
1. Preservation and maintenance of the types of natural habitats specified in item 2.1, the habitats of the species specified in item 2.2, their populations and distribution within the boundaries of the zone, to achieve and maintain their favorable nature conservation status in the Black sea biogeographical region;
2. If necessary, improving the condition the type of natural habitat specified in item 2.1, habitats of species specified in item 2.2 and their populations;
3. If necessary, restoring the type of natural habitat specified in item 2.1, habitats of species specified in item 2.2 and their populations;

Objects of protection (species or habitats):
1. Article 6, paragraph 1, section 1 from Biological Diversity Act: 1110 Sandbanks which are slightly covered by sea water all the time; 1170 Reefs;
2. Article 6, paragraph 1, section 2 from Biological Diversity Act: Mammals - Phocoena phocoena, Tursiops truncatus; Fish - Alosa immaculata, Alosa tanaica.

Current prohibitions and regimes:
1. It is prohibited deliberate introduction of non-native species;
2. It is prohibited construction of permanent installations and facilities, artificial underwater reefs and islands; exceptions are allowed in the event of disasters and accidents or for their prevention, or for activities (including scientific research) improving the nature conservation status of habitats and species, as well as for activities related to the defense of the country or the fulfillment of the functions and tasks of the Navy forces;
3. It is prohibited the use of bottom trawling and dredging means, incl. beam trawls and suction dredges, dredging and disposal of earth masses and bottom sediments, and ballasting of ships;
4. It is prohibited intentional dumping, pouring and submersion of all types of solid and liquid waste and other substances harmful to human health or the living resources of the sea, as well as any other pollution of the marine environment by vessels;
5. It is prohibited introduction of priority and priority hazardous substances from land and sea-based anthropogenic sources;
6. It is prohibited introduction of solid waste from terrestrial anthropogenic sources;
7. It is prohibited commercial fishing of Eriphia verrucosa as well as Mytilus galloprovincialis from natural deposits of secondary species on rock banks and sediments;
8. It is prohibited intentional destruction and harvesting of macroalgae of the species Cystoseira spp. and Phyllophora crispa from their natural habitats;
9. It is prohibited commercial and recreational fishing of mussels of the species Donacilla cornea, Donax trunculus, Chamelea gallina, as well as the catch of the polychaete worm Arenicola marina/i> and decapod crustaceans < i>Upogebia pusilla, Gilvossius candidus and Callianassa spp.;
10. It is prohibited mining of gravel and stones;
11. It is prohibited breaking rocks, moving rock blocks and boulders; exceptions are allowed in the case of disasters and accidents or for activities improving the nature conservation status of habitats;
12. It is prohibited fishing with gill nets without the use of pingers with models approved by the Minister for the Environment and Water; the ban comes into force from 01.01.2024.;
13. It is prohibited carrying out seismic surveys without carrying out an assessment of the degree of impact on the area within the boundaries of the protected zone and a buffer around it of one kilometer.
