Aims of the declaration:
1. Preservation and maintenance of the types of natural habitats specified in item 2.1, the habitats of the species specified in item 2.2, their populations and distribution within the boundaries of the zone, to achieve and maintain their favorable nature conservation status in the Black sea biogeographical region;
2. If necessary, improving the condition the type of natural habitat specified in item 2.1, habitats of species specified in item 2.2 and their populations;
3. If necessary, restoring the type of natural habitat specified in item 2.1, habitats of species specified in item 2.2 and their populations;

Objects of protection (species or habitats):
1. Article 6, paragraph 1, section 1 from Biological Diversity Act: 1110 Sandbanks which are slightly covered by sea water all the time
2. Article 6, paragraph 1, section 2 from Biological Diversity Act: Mammals - Phocoena phocoena, Tursiops truncatus; Fish - Alosa immaculata

Current prohibitions and regimes:
1. It is prohibited to import alien species.
2. The construction of permanent installations and facilities, artificial underwater reefs and islands is prohibited; exceptions are allowed in the event of disasters and accidents or for their prevention, or for activities (including scientific research) improving the nature conservation status of habitats and species, as well as for activities related to the defense of the country or the fulfillment of the functions and tasks of the Navy forces;
3. The use of bottom trawling and dredging equipment is prohibited, incl. beam trawls and suction dredges, dredging and disposal of earth masses and bottom sediments, and ballasting of ships;
4. Intentional dumping, pouring and submersion of any type of solid and liquid waste and other substances harmful to human health or the living resources of the sea, as well as any other pollution of the marine environment by vessels, is prohibited;
5. The introduction of priority hazardous substances from land and sea-based anthropogenic sources is prohibited;
6. The introduction of solid waste from terrestrial anthropogenic sources is prohibited;
7. Commercial and recreational fishing of mussels of the species Donacilla cornea, Donax trunculus, Chamelea gallina, as well as the catch of ten-legged crustaceans Upogebia pusilla with Callianassa candida;
8. Deliberate destruction and harvesting of sea grasses of the species Zostera marina, Zostera noltei, Zannichellia palustris, Potamogeton pectinatus from their natural habitats is prohibited;
9. Seizure of sand, gravel and stones is prohibited;
10. It is prohibited to fish with gillnets without the use of pingers with models approved by the Minister of Environment and Water; the ban takes effect from 01.01.2024;
11. It is prohibited to carry out seismic studies without an assessment of the degree of impact on the area within the boundaries of the protected area and a buffer around it of one kilometer.
