Aims of the declaration:
1. Conservation of the habitat types referred to in 2.1, the habitats of the species mentioned in 2.2, their populations and their distribution within the boundaries of the area to achieve and maintain their favorable conservation status;
2. Improvement, if necessary, of the use of natural habitat types, referred to in point 2.1, and of habitats of the species, referred to in paragraph 2.2;
3. Recovery of types of natural habitats referred to in 2.1, habitats of species mentioned in 2.2 their populations;
4. Restore priority type natural habitats 62C0 * Ponto-Sarmathski steppes as area, structure and features up to achievement of favorable environmental protection condition.

Objects of protection (species or habitats):
1. Article 6, paragraph 1, section 1 from Biological Diversity Act: Habitats 1110 Sandbanks which are slightly covered by sea water all the time; 1150 * Coastal lagoons; 1160 Large shallow inlets and bays; 1170 Communities of brown, red or green algae attached to rocky substrates (Reefs); 1210 Annual vegetation of drift lines; 1240 Vegetated sea cliffs of the Mediterranean coasts with endemic Limonium; 1310 Salicornia and other annuals colonizing mud and sand; 1410 Mediterranean salt meadows ; 2110 Embryonic shifting dunes; 3150 Natural eutrophic lakes with Magnopotamion and Hydrocharition; 6110 * Rupicolous calcareous or basophilic grasslands of the Alysso-Sedion albi; 62C0 * Ponto-Sarmatic steppes; 7220 * Petrifying springs with tufa formation (Cratoneurion); 8210 Calcareous rocky slopes with chasmophytic vegetation; 8310 Caves not open to the public; 8330 Submerged or partially submerged sea caves; 91H0 * Pannonian woods with Quercus pubescens; 91I0 * Euro-Siberian steppic woods with Quercus spp.;

Article 6, paragraph 1, section 2 from Biological Diversity Act: Mammals – Lutra lutra, Mesocricetus newtoni, Mustela eversmannii, Vormela peregusna, Spermophilus citellus, Tursiops truncatus, Phocoena phocoena, Miniopterus schreibersii, Myotis bechsteinii, Myotis blythii, Myotis capaccinii, Rhinolophus euryale, Rhinolophus ferrumequinum, Rhinolophus hipposideros; Amphibians and reptiles – Triturus karelinii, Bombina bombina,Emys orbicularis, Testudo graeca, Testudo hermanni, Elaphe sauromates; Fish – Alosa immaculata, Alosa tanaica; Invertebrates - Euplagia quadripunctaria, Catopta thrips, Cerambyx cerdo, Lucanus cervus, Lycaena dispar, Vertigo moulinsiana), Vertigo angustior, Probaticus subrugosus; Plants - Crambe tataria, Himantoglossum caprinum, Potentilla emiliipopii.

Current prohibitions and regimes:
1. It is forbidden to dispose of dredging tables, re-ballasting ships in the maritime areas of the area;
2. It is forbidden to construct artificial underwater reefs and islands on habitats subject to conservation in the marine areas of the area; exceptions are granted for disasters or accidents or for activities improving the conservation status of habitats;
3. It is forbidden to search and study common minerals (construction and rock-finishing materials), to reveal new and expand the concession areas for extraction of common minerals (building and rock-lining materials) with the exception of those for which at the date of the promulgation of the order in the State Gazette has started the procedure for the granting of permits for prospecting and / or exploration and / or for the granting of concession for extraction under the Mineral Resources Act and under the Concessions Act they have either initiated a procedure for their coordination under the terms of Chapter Six of the Environmental Protection Act and / or Art. 31 of the Biological Diversity Act, or an application for registration of a commercial discovery has been filed;
4. Damage and destruction of natural vegetation in coastal beaches and dunes outside the active beach area shall be prohibited except in the case of cleaning from invasive and non-native species;
5. It is forbidden to change the hydrological regime by drainage, correction, barrier with dikes within the boundaries of the water-dependent natural habitats; exceptions are granted for disasters or accidents or for activities improving the conservation status of habitats;
6. The use of mineral fertilizers in meadows, pastures and meadows is forbidden;
7. It is forbidden to issue building permits and any construction on the territory designated by the coordinate register of the distribution of natural habitat 62C0 * Ponto - Sarmatian steppes, in accordance with Annex 3, an integral part of this order, as well as initiation, conduction or extension of procedures under the Environmental Protection Act, BDA, the Forestry Act, the Agricultural Land Protection Act, the Agricultural Land Ownership and Use Act, the Spatial Planning Act and regulations that are a prerequisite for the realization of construction;
8. It is prohibited in the territory designated by the coordinate register of the distribution of natural habitat 62C0 * Ponto-Sarmatian steppes according to Annex 3, integral part of the present order, plowing, afforestation and creation of permanent crops, fruit and vegetable crops, grain legumes crops, leaf vegetable crops, root crops, bulb vegetables, oilseeds, fiber crops, essential oil crops, annual or multiannual forage crops;
9. Fire, town-development, electrification, performing of economic and sporting activities in the undeveloped caves and their entrances is prohibited. It is also prohibited to break, to damage, to collect or to move rock and cave formations, barriers at the entrances or in their separate galleries in a manner that prevents the passing of the species of bats, subject of conservation under item 2.2;
10. It is forbidden to perform speleological studies in unspoiled caves during the bats breeding season - 1 March - 30 June;
11. It is forbidden to introduce non-native plant species in meadows, pastures, meadows, natural water bodies, dunes, wetlands, gullies and forest areas as well as deliberate introduction into the marine environment of alien species;
12. It is prohibited to move motor vehicles outside existing roads (including forestry, agricultural, departmental) in non-urbanized areas except for agricultural, forestry, emergency and control activities or on previously agreed routes.
