Aims of the declaration:
1. cave

Current prohibitions and regimes:
1. It is prohibited construction;
2. It is prohibited the change of purpose and the way of permanent use of the properties;
3. It is prohibited to entry into caves by motor vehicles;
4. It is prohibited exploration, exploration and extraction of underground resources;
5. It is prohibited importing in the caves and in the karst complex of plant and animal species not in the region;
6. It is prohibited activities that violate the natural appearance of caves and rock wreaths (cracking, breaking, opening of openings, felling of trees and shrubs);
7. It is prohibited capture, killing and transport of cave dwelling animals during all phases of their development, except for the conduct of scientific studies;
8. It is prohibited destruction, damage, removal, removal or removal of elements of the cave structure;
9. It is ptohibited writing, scraping, placing permanent inscriptions or signs on the walls, floors, ceilings or cave entrances that lead to the collapse or destruction of caves, except for speleocardiography;
10. It is prohibited extraction of materials (stones, cave formations, clay, guano, etc.) from the inland and the entrance parts of the caves;
11. It is prohibited digging of sediments, destroying, damaging, transmitting or exporting paleontological or archaeological finds, except in the conduct of regulated scientific research;

13. It is prohibited destroying, damaging or exposing plant species of conservation significance or parts thereof to the caves, except in the conduct of regulated scientific research;

19. It is prohibited the laying of tents, the placement of burgers and campers and the overnight stay of people;

21. It is prohibited storage of toxic and radioactive substances or other wastes;
22. It is prohibited causing a noise that exceeds 45 Leq (?dVA).
23. For the cave Temnata dupka it is prohibited to enter the cave except for the purpose of monitoring and scientific research. When approving the Karlukovo Karst Complex Management Plan, which allows exposure of the cave as an archeological site, the prohibition do not apply;
24. For the cave Temnata dupka it is prohibited to illuminate the arches and the interior of the cave with natural and artificial lighting (spotlights, mirrors, lasers, etc.) except for monitoring and scientific research. When approving the Karlukovo Karst Complex Management Plan, which allows exposure of the cave as an archeological site, the prohibition do not apply;
25. For the caves Bankovitsa and Haydushka polyana it is prohibited to enter the cave, except for the purpose of monitoring, research and organized speleological research;
26. For the caves Bankovitsa and Haydushka polyana it is prohibited to illuminate the arches and the interior of caves with natural and artificial lighting (spotlights, mirrors, lasers, etc.) except for monitoring and scientific research;
27. For the caves Prohodna and Svirchovitsa it is prohibited to film television and film productions in the interval from 18:00 to 7:00;
28. For the caves Prohodna and Svirchovitsa it is prohibited to illuminate the arches and the interior of the cave with natural and artificial lighting (spotlights, mirrors, lasers, etc.) except when shooting TV and film productions;
29. For the caves Prohodna and Svirchovitsa it is prohibited to organize any individual or organized sport-recreation events (rock climbing, bungee jumping, stretching of rope trolleys, ropes and a pendulum between the walls, etc.) in the interval from 18:00 to 7:00;
30. For the cave Prohodna it is prohibited to conduct concerts and festivals under the arch of the cave;
31. For the cave Prohodna it is prohibited to equip new security points and facilities associated with bungee jumping, stretching of the pendulum, glossy strips and other sports-recreational activities;
32. For the cave Prohodna it is prohibited to equip new climbing routes in the Prohodna Cave outside the ones specified in the general plan and the individual schemes of the climbing routes, which are an integral part of the present order and are available at the Ministry of Environment and Water and the Regional Inspectorate of Environment and Water - Pleven;
33. For the cave Svirchovitsa it is prohibited to equip climbing routes, including the installation of insurance points and facilities.
