Aims of the declaration:
1. Conservation of a rock formation resembling a "horse's head", a breeding (nest) of the Black Stork (Ciconia nigra), as well as providing opportunities for tourism and recreation.
Current prohibitions and regimes:
1. It is prohibited any construction and other activities leading to the change of the landscape, including cutting and destruction of rocks;
2. It is prohibited building new roads, including those for temporary use;
3. It is prohibited prospecting, exploration and extraction of underground resources;
4. It is prohibited movement of motorcycles, ATVs, UTVs and buggies off existing roads in non-urban areas with the exception of traffic during disasters, emergency situations and for conducting fire-fighting, emergency, control, security and rescue activities and maintenance activities of existing infrastructure;
5. It is prohibited carrying out fellings, except for sanitary, forced and fellings to replace non-native with local tree species;
6. It is prohibited felling of hollow trees;
7. It is prohibited afforestation and introduction of non-local plant and animal species;
8. It is prohibited use of non-selective means of forest pest control;
9. It is prohibited change of purpose of forests and activities leading to habitat changes, except for those aimed at replacing non-native species with native ones;
10. It is prohibited lighting fires outside designated areas.
