Aims of the declaration:
1. Protection of the habitats of rare and endangered plant and animal species along the river deer and its surrounding areas such as in: Balkan corn-thistle (Doronicum austriacum Jack), Digitalis viridiflora Lind

Current prohibitions and regimes:
1. It is prohibited clear felling, as well as lumbering of single old hollow trees;
2. It is prohibited afforestation with unlocal for the region plant species;
3. It is prohibited to settle in nonresidential for the region animal species;
4. It is prohibited corrections of the river bank and activities, which lead to violate the natural status of the water flow, the shores and the adjicent areas of Surnena river , except activities, necessary in disastrous situations;
5. It is prohibited to search for, research, and extract minerals.
6. It is prohibited construction of new roads with temporary pavement;
7. It is prohibited the construction of buildings and facilities, except visitor and information centers, ecopaths and accompanying infrastructure;
8. It is prohibited the construction of hydroelectric power plants;
9. It is prohibited making fire outside the defined places;
10. It is prohibited to use non-selective means for fighting with the pests in the forests;
