Aims of the declaration:
1. Protection of habitat of cetaceans (porpoise, abalone and common dolphin), as well as crucian carp and sturgeon.

Current prohibitions and regimes:
1. It is prohibited the entry of motor and motor-sailing vessels, except in the case of disasters, emergency situations, for carrying out emergency, control and rescue activities throughout the year and for the needs of fishing during the period from October 1 to March 1;
2. It is prohibited intensive and extensive aquaculture farming;
3. It is prohibited use of bottom, trawling, dredging means, including beam trawling, disposal of dredged masses, disposal of waste water from vessels;
4. It is prohibited construction and placement of artificial underwater reefs or attractions on and below the surface of the water;
5. It is prohibited discharge of sewage and/or waste water from land and discharge into sewers;
6. It is prohibited disposal/discharge of petroleum products and other waste.
